Looking for an app with uber copy. cut features

Ok, so basically, a notepad style app (for script editing, etc) where I can cut or copy selected text with a drag of the mouse technique.

So, if I want to copy the last 3rd of a line of code in notepad, over 4 lines, all 4 lines have to be copied.

I want an app where I can select the last 3rd of the line of code over all 4 lines.

Textpad in Block Select mode comes immediately to mind - allows you to select any rectangular section of text and copy/cut/paste it

You can do this easily in Notepad++. You just hold down 'Alt' whilst selecting the block:
