A 2d game where you can level up the different arrow types by killing enemies with them and unlock other arrow types like flak arrows for flying units and fire/ice arrows etc etc. It's not the one where you can buy soldiers to man your castle, from what I remember. any suggestions?

No, but it was very similar - there wasn't the click/drag interface along with it, but the style is the same.
Edit: The firing mechanism was just clicking at the enemies on the field, and I think space bar set off things like the flak arrows

You can change the control mechanism and you can also buy special arrows and use space to set them off.
