Looking for game title..

Hey folks... bit of help here there was a game on Windows 95/Windows 98 where (all I remember) is it was a 2D game and you could rob shops/cities do heists. (Pretty hard to give any more details! Sorry)

It come out on cd not sure if it was a jewel case or a plastic game case

(been trying for a couple months to find it) without success!

Can you help?!

Can't believe I found it. It's called Gangsters Organized Crime (Found the game cover on ebay!) Come out in 1999 in the boxed version and also in "Sold Out" game disc version!
