Looking for software to blur pictures pls.

hi is there a softweare that will take original picture of person and blue it in a way that retains original figure and face but makes it look like water painting.

So taking original sharp normal picture and making it sort of look like image below. (Preferable a freeware) ta

Pretty sure Google Picasa will do that very easily.

While there are a few good software out there, but I personally suggest focus magic software. It is in motion blur, select the direction and then the distance. For out-of-focus Blur, increase the Blur Width until the image looks the sharpest. In market no other product even comes close to recovering license plate numbers from blurred images.
