Looking for software to manage photo collection

I have a medium sized photo collection that I used to manage with Aperture when I had a Mac. I've been back on Windows for a while now. I want to find some software to manage my photo collection.

What I want is something that will help me organise all my pictures. Do some basic editing of them and then upload albums to services such as Flickr.

I'm not a photographer and something like Lightroom would do the job for me, but is almost certainly overkill. I certainly would have no need for an Adobe CC subscription. If I had a Mac still then Photos would do everything I need. Is there a Windows alternative I should look at?

Thanks for the suggestion. Just looked over that. It is quite expensive ($99.99) and if I was going to spend that money, I'd go the extra bit and get lightroom. I'd really like to find something that is either free to use or nominally expensive.
