Sorry if I'm being thick but do you need the base game to take advantage of this or is this the game itself?
 
Yes you need the base game, which is totally free. You can download it from the website I linked. There is also a 64bit client you can activate from the launcher which is relatively new i think.

The Quest packs and expansions normally cost money so it's a great time to jump in and grab all the content for freebies!
 
Even though I'm a massive LotR geek I never actually played this back in the day, I take it this can be used from Steam? Is it one of those games where starting via Steam just fires up it's own launcher?
 
It's on Steam and you can launch it from there where it goes into the LotRO launcher.
