Lost passport in texas, how to get home?

My mate is in Texas, just spoke to him and he's lost his passport (little chance of getting it back)

He's due to fly back here on the 23rd March.

What can he do?

Although I realise that's probably going to be quite far away from Texas..

IIRC in most cases where we don't have an embassy i think there are arrangements in place where another countries embassy will offer help (in return i think we do the same for them/pay them).

I don't think there are many where we don't have any representation at all.

One of the only ones is the Ivory Coast :)

Ring the emergency number on his travel insurance, they can help with costs.
 
Friend of mine lost his passport in Kos and had to get a boat to about 3 other Greek islands in search of a British embassy.
 
I lost my passport in Amsterdam once. I just went to a police station and they filled out a form, kept a copy and gave me a copy and this was my temporary passport home - I know that was the EU or whatever so probably a lot more difficult than that in the US but has he been to a police station yet?
