Loud CPU cooler?

Hi all, ive had a HAF-X with a Phanteks-TC14PE CPU cooler and aGTX 670 Windforce for a few years now and its always been a bit loud but given that so many fans were running etc I kind of just accepted it, but now ive just bought an Enthoo Primo and I tested the case fans without any components installed and it was very quiet, but upon connecting my CPU Cooler and Windforce it sounds like a leaf blower again, so its clearly one of those two causing it, I have the older model of the CPU Cooler that is 3 pin rather than 4 pin PWM fans so im wondering is the Windforce generally a loud graphics card? or should I change my two Phanteks CPU fans for PWM Noctua fans? one of them has to be the culprit as the noise before hand was a gentle hum, now it sounds like if I point my case at the ground everything will fly about! :p so which of those two is most likely to be the culprit? thank you :)
 
Have you tried creating a custom fan curve in Afterburner for the 670?

They can be a bit loud at default, so it might be the cause.

Just watch your gpu temps, as you'll need to find a balance between heat & noise when gaming.
 
Are you using the 4-pin PWM to 3-pin fan adapter and Y-splitter Phanteks supplied for those PH-F140TS fans?

As for changing fans, the \TY-140, TY-141, TY-143 & TY-147 fans are almost identical and just as good as NF-A14 / A15 fans for about half the money .. often less than half.

I have been told Thermalright was first to use this blade design.THey have 104.5mm mounting hole spacing (120mm fan).
