Loud fan noise after power failure

I recently had a power failure and since then the fan in my pc is very loud
I don't think its the GPU fan because I turned it right down via the Catalyst control centre so it must be the CPU or the power supply
Any one have got any ideas how to reset this
My spec are
I7 920 2.66
ps 650w
gc ati 6970
