I got a new msi 7950 twin frozr and the fan's are pretty loud its getting on my nerves is there a fix for this our should I just send it back and get a different card

I hated this GPU. The fans are load and the cooling is awful. It was that GPU that put me off MSI all together.
 
There is a known problem with the fan controller, I think it requires a solder job to fix. I googled it but can't find you a link right now.
 
TF designs tend to be pretty quiet, but more geared to epic thermals. Windforce would be my recommendation, if silence is what you desire :)

PS - If triple slot isn't an issue, give the Asus DCU cards a look, just be wary of Asus warranties :)
 
I got one on Wednesday and made a topic about the exact same thing. The fans kick into max no matter what happens in game. Send it back via DSR and get the windforce that's on offer seems to be the general consensus.

yea i have two windforce cards , the 7850 and a GTX 660..both are very quiet :)

Cheap and really does the job well, silent and runs very cool. My Titan has gone from 80c full load to 40c, and it's silent. Well worth doing, do it to all my GPU's, you can buy the cheapest reference model and add Kuhler, saves money to, can re-use the Kuhler when you upgrade (:.
 
I had exactly the same issue. I've now sent two back and shall be requesting a Gigabyte card instead. The fan readout may show 30 or 40%, but its always 100% really. Ridiculous cards really. I'd love to know how they passed quality control, if any.
 
UPDATE: Got this card running pretty well now put some new thermal compound on it and I think it has done the trick running quirt and A lot better then before. plus I got 35% back from the retailer I got it from for complaining so I got it for about 150£
