Low amp PSU's

anyone got any recommends for a PC that stays on 24/7 but has a low draw ?

but will still power a New high end AMD x64 chip ? nothing fancy in the graphics dept, and 2 SATA HDD's

Antec Earthwatts 380W are pretty good little PSUs.

I have a X2 s939 opty server.
4 HDD
No opticals
onboard graphics.
Antec EW 380

With cool and quiet enabled it draws approx 60W from the wall at idle, peaking at approx 110W

Any AMD chip should be similar as they all drop to x5 multi at idle.

Antec Earthwatta 380. I built a PC running a 4850 off it so it has quite a bit of punch too.
