My system is seeing low cpu and gpu usage in games like gtav, battlefield v.
Both cpu and gpu sit around 45% usages, and I get about 40-50fps in high setting @ 1080p

Set up is ryzen 1700 stock setting, rx 580 1350mhz core 1750mhz memory.
Games are on a 1tb m500 ssd.

Oh no, thats terrible... Poor CPU and GPU only running at ~45%. Maybe you should downgrade them, or run benchmarks in the background whilst playing games, then you can max both... Thats the aim right?

Think about what your saying.... then go help other people.

my monitor is 100Mhz but i am only getting around 45FPS. if my GPU was doing it job it should be around 100% at all time in games.

make sure you are on max performance in power settings in windows see if that helps.
Surely the power settings would only limit clock speeds, leading to higher utilisation?

If both components aren't working hard, but the game is not delivering full performance, something is wrong.

Run ddu...
If it still happens..go on the taskbar and type "msconfig" into the box near the start button...
Select diagnostic boot...
Then reinstall your drivers from there so only your drivers are booting n nothing else

Go into task scheduler and disable just about everything u dont need

well you would set the power settings to prefer max performance in the nvidia app under manage 3d settings and in windows power options select high performance ,just to ensure your not self bottlenecking your system.

are you also running xmp profile on your ram in the bios as I believe ram speed can have quite an effect on the ryzen chips?

This had no affect.

i run DDU from safe mode and reinstalled the drivers, GPU is now hitting 100% load and i am hitting my FPS cap, all looks to be fixed.
i would like to know what happened the games was running fine until last week

U gona have to look at what u was doing before and just after it happen.. but yea put it this way....

Imagine u have 20 strings laid out...all nice and neat.. u can pick each one individually easy....

Now imagine u jumble them all togeather..it will come tangled up...

That happens with code when u install stuff ontop off other stuff.....

Reinstalling the driver.... untangled some of them...

Thing is .... u are still not likely hitting your max performance
