Low disk speeds when starting apps

My main laptop, is a HP DV6

Its an I7 1.6Ghz and it currently has 6GB in there, a 4GB and a 2GB. Matching, make and model just different in size.

Drive C: is a kingston SSD - 60GB and Drive D: is a Samsung 1TB

I am running Windows 7/64 Bit and the system is, like all my gear, as clean as a whistle ( kind of )

Now, I have run HDTach, and in compatible mode, the speeds of the drives show up as great... 200MB/s for the SSD and 110 dropping down to 60 towards the end on the Samsung, so those are fine speeds.

The thing is, that when I try to run an app, no matter what it is, I can practically go and do the weekly shopping while I am waiting for it to load up.

For example, I have just clicked on Dawn of War - Dark Crusade before I started this post, and the steam window just appeared when I typed in "no matter what it is" and the games window is still not opened up yet.

We are talking about a minute or so. Ah there we are, I just ALT-TABbed to bring this back up.

Now, the thing is, that once its up and running, its fine... Even loading the levels etc, all perfectly fine, its the same with everything, its all just fine, its only the actual loading of the game or program.

I cannot fathom it out?

Any ideas?
