looking at moving away from q9950 htpc to nas/server+ roku set up will the following be ok for plex duties 2- 3 streams?

Seems a decent PC for the price. I'll say it before anyone else does - check out the HP Microserver particularly if you're interested in a low power NAS. It'll handle Plex just fine too.
