Low FPS and high CPU temp

I built a PC with the following specs (first time in many years!)

Rog Strix B550
R7 5700g
3090ti FE
2x 16GB Vengance RGB (3800)
1tb 980 Pro ssd (main drive)
1tb 980 ssd
MSI 240R AIO
850w gold PSU
Windows 11

I have uninstalled all GPU drivers and reinstalled (528.24) to see if that fixed the issue, it didn't. My CPU gets to 70-80c doing simple tasks and 95c when gaming (I restarted it and got a 'CPU over temp' warning until I let the PC sit for a while to cool down). MW2, on the load in screen loading into a map it starts at 300fps then drops suddenly to 100~ fps and I get 100-120 when playing.

Could the CPU be thermal throttling? I have ordered some Arctic MX6 paste for the CPU to see if that could help and have cleaned the PC, fans and radiator with air.

And pointers welcome.
 
Yeah those temps aren’t right, sure the pump is plugged in and working?

That cooler shouldn’t have any trouble cooling that CPU.

Could be a mounting issue, not enough pressure etc.

Double checked in case the plastic is still covering the thermal paste on the water block? If it came with plastic cover.

I’d recommend waiting for the new paste and just re doing the pump mounting and double checking the pump is plugged in and configured correctly. Assuming you don’t have any extra paste to hand now.

Just checked the manual and it does have a plastic cover on the bottom, not to sound condescending, but definitely worth checking it was removed.

Also looks like the MSI offering isn't the Asetek kind, so the pump is built into the radiator, so unlike most coldplate/pump Asetek designed, the pump power cable runs from the radiator and needs plugging into the motherboard. There looks to be only one cable running from the coldplate area, but thats just RGB on the 240R by the looks of it.

Again apologies if you're already checked all this, just a few thoughts.
 
I thought the temps were pretty high, I will get the block off tonight and re-paste. Like you say could be not enough paste or not enough pressure. I will wait to turn it on until I have repasted it. I am assuming that is where my bottleneck is coming from

The case I have is an MSI MPG Sekira 100R.

Thanks for the advice on possible causes, they're things I wouldn't have though of checking so will double check everything when I get in from work and re-paste the block
 
I spoke to MSI about the issue and it seems the 240R has a known issue that causes a 'build up' (whatever they mean by that) that blocks the pipes from pumping water through properly. I have started a refund (RMA was going to take weeks and that would mean no PC) from the shop I bought it from and have bought an Arctic Liquid Freeze II instead

Interesting, hadn't heard about that. Probably a good idea to refund and buy a different one. Hopefully that resolves the issue for you.

I wasn't either but they sent me a link to check the serial number of my cooler against their database of affected units and sure enough, it was affected so makes sense why I am having the issues I am. New cooler arrives on Friday and it looks like it'll do a better job too so hopefully up and playing again by the weekend!
 
The Arctic cooler I got didnt fit my MOBO so got the K240 MSI cooler. CPU now idles at 34-37c not tried gaming but looks like it was this as the issue as was 55-62c idle previously
