Low FPS, GPU limiting it's load % even at low temps

Had an R9 390 which has been replaced under warranty with an RX 580 8GB.

I uninstalled the old drivers after removing the 390 and re installed and updated them after fitting the RX580.

But there's a bit of a problem, the GPU doesn't seem to be running properly, I've just checked the logs in Afterburner and GPU usage is stuck at 16%. Temp hasn't gone above 55 degrees, and even if I manually put the fans on to bring the temp down it's still stuck at 16%.

Are there some settings somewhere that I need to adjust?
 
I've just tried "Disable ULPS" and "without PowerPlay support" in Afterburner and restarted the PC and the FPS has now gone back to normal, the temp has gone up and the fans have kicked in, but usage is still stuck at 16%.

However on restarting my overclock settings (which were only a slight increase anyway) had been put back to the default settings. As soon as I move them back the original problem re appears.

If that was the case your FPS would be awful and it would be very obvious.

Have you got the latest Afterburner? It could just be mis-reporting the GPU usage.
 
Yes stuck at 16% and the GPU and memory clock on the main Afterburner display are stuck at 300mhz. Then I restarted with the settings altered as per my last post, the display was reading correctly but I noticed it had gone back to the original settings and as soon as I moved the GPU mhz slider they went back to 300mhz.

Afterburner seems to be the problem but that's been reinstalled as well.
 
I think its a glitch. Watched a video amusingly by joker about Crysis through the age's. In his video, he mentioned that AB was also showing the GPU load limited to 16% so can't be a coincidence: https://www.youtube.com/watch?v=3qCSaVAwnw0

Aside from that, clock's, temps and performance are expected so imagine its a glitch within the software.
 
It's not actually stuck it's a known issue with the last couple of driver releases. AB also doesn't work with the 17.7.2 drivers. Well it does but only the fan curve.

Well that makes sense as I'm on 17.7.2.

Is there some other software I can use, I'm sure there's one but I can't think of the name, that lets you do the same as Afterburner?
 
So we're stuck with Wattman, if that's even any use?
It looks like some people are simply reverting back to older drivers instead.
 
Well now it's absolutely buggered, tried running a couple of games without running Afterburner, but the FPS is still low, Wattman says the GPU is sitting at 300mhz, so I uninstalled Afterburner in case it's conflicting with anything, tried to reboot, and nothing, as soon as the Windows logo is supposed to appear, just before it gets to the log in screen, the screen goes blank and the display says "no signal". Luckily I have another OS I can boot into but now I think I'll have to remove the GPU, remove the drivers, and start over.
 
I've just removed and reinstalled the GPU and driver and it's back to the same problem, windows logo appears and then before the log in screen it goes blank and I get a "no signal" message.

Checked the BIOS and the display is set to PCIe, it booted fine before installing the driver and it boots into Linux without any issues with the HDMI cable plugged into the GPU, it's just when I try to boot windows I get the logo but between the logo and the log in screen the signal drops.

Searching brings up similar results with various other graphics cards, "Display Driver Uninstaller" is mentioned a few times, so I'll give that a try.

~ that seems to have worked and I have normal performance in games, the FPS counter in Doom stays near 200FPS with the settings on Ultra with Vulkan.

Should I have any concerns about temps since I can't monitor them, or will the card automatically throttle if temps get too high? I haven't opened wattman yet because I don't want to touch anything now that it's working but last time I checked the default max temp setting was 90 degrees, which sounds a bit high to me.
