low fps?

Im getting what I assume is low fps when playing fallout 3. According to fraps im sitting at around 30-40 when nothing is happening and its dipping down to as low as 11 when theres more action. Im playing the game at max setting at 1920x1080 and im pretty sure my pc should handle this game pretty easily. All drivers are up to date so im clueless as to what it is, every other game is ok except this one. Thanks

So far ive tried enabling it to work on 2 cores and I downloaded the 1.7 patch but no luck. I had it installed before and I dont remember having this problem so im going to install it again. As for the current driver im using catalyst 12.8
