Low Frames On New Build

I've already posted about my PC on here, But my problems still haven't been solved and I really need help because I'm a complete noob with all of this!

Here are my spec's:

Intel i5 3570k @ 3.4GHz
HD Radeon 7850 2GB
ASRock Z77 Pro4-M Mobo
8GB Corsair DDR3 Vengeance RAM
500GB HDD
Corsair 600W PSU
Windows Vista Ultimate (64-Bit)

I'm getting low FPS on some my games I've played so far. For example:

Fallout 3 - 50-60FPS
Metro 2033 - 22-35FPS
Minecraft -44-50FPS

These are the only games I've tested so far as I havent Installed all my games on steam yet!

I played them all maxed out (inc AA) @ 1920x1080... I feel like i should be getting a lot more out of my PC, Especially in FO:3 and Minecraft! I know Metro is a very demanding game.

Anyway, I got told to update my BIOS and I did that and it didnt solve any problems, Iv been told to Install all the latest drivers Which I've also done (MB drivers & AMD 12.6)!Iv also had all the latest windows updates installed, but for some reason I cant use the 12.7 beta drivers from the AMD website for my HD 7850. When I download and install it, then reboot, I get this error:

'CLIstart.exe - the procedure entry point k32enumprocesses could not be located'

Anyone know what this means?

My other concern is that my HDD is dying but, I dont know if that could be the problem, can that cause games to get lower FPS? I also got told It could be Vista too but I dont know. I dont want to go out splashing my cash not knowing whether it will fix my problem or not.

Here's my results:

These all look good so its definitely not my hardware.... im guessing.

Iv been trying to fix this FPS issue for a week now, and im starting to get really fed up and stressed about it all. Iv even thought about just giving up and just selling the whole lot because I cant deal with the stress right now -.-'

But anyway guys, please help as I just want to get this sorted out! Any help will be greatly appreciated!

Have you tried running it on older drivers? It may well be Vista, perhaps you should try the Windows 8 Beta, although whatever results you're able to produce in the Windows 8 Beta should be taken with a pinch of salt, as anything could change from now and in October (month of release).

Yeah I tried on 12.4 and it was still as bad as it is now. Theres been no improvement for me from 12.4 to 12.6. I was planning on downloading Win8, but youre right about how it could easily change between now and the actual release. BUT, at the moment I see no harm in trying?

If you had to choose, what would you go for now? Win7 or a new HDD in my position? because as for now, I don't have enough ££££££ for both.
 
My GPU and CPU usage & Temps are fine when in-game. I checked them a few days ago, I also checked all my connections and even reseated my GPU too.

I have an old as hell maxtor HDD or something. I tested it, yesterday, if not the day before and it said I had some bad sectors.
 
Nothing else but this HDD seems to be obviously causing a problem. But, the real question, is whether or not this is causing the lag.

If you test the memory in MemTest and everything comes back fine. Perhaps buying a new HDD would be a good idea; you can pick up some good deals in the member's market. Furthermore, have you got the RAM running on the XMP profile in the BIOS? Perhaps your motherboard's automatically selected this for you, but I had to do it manually. Double check that it's running at the correct timings and voltage as well. From the website, this is what the RAM's timings should be:
8-8-8-24

Voltage:
1.5V

If you don't quite fancy popping in to the BIOS yet, then download CPUID (http://www.cpuid.com/softwares/cpu-z.html) and click on the memory tab.

Ill use MemTest today, and come back with the results in a bit. After that ill go in my BIOS and check the RAM settings :)
 
I didnt get any Errors on MemTest.

I went into my BIOS and saw this:

XMP 1.2 PROFILE 1: DDR31600 9-9-9-24 1.50V
DRAM Frequency DDR3-1333

My RAM is 1600MHz. So do I change The DRAM Freq to 1600?

I just tried to run Saints Row 3 DX10/11 and my PC crashed with a blue screen.

Yeah, 1600Mhz is what it's rated to run at. Double check that the timings are correct as well (9-9-9-24) and that the voltage is set to 1.5v.

XMP is set to Auto Shall I set it to XMP 1.2 PROFILE 1, which says DDR3-1600 9-9-9-24 1.50V?

Also, for the DRAM Freq shall I set it to the Auto or 1600?

I tried running Saints Row 3 again and I actually got it running this time, but i got a blank screen with vertical lines when i exited 'my crib'. The first time I tried running it, it loaded the main menu and i got a blue screen with vertical lines down it. the same thing happened a couple of days back when i tried playing sims 3.
 
Try and reinstall the graphics drivers and remove the old ones with driver sweeper, just to be sure they've been removed. But the XMP profile is what the RAM should be running on. If that still doesn't work, them perhaps running without the XMP profile is best.

I reinstalled the the drivers while waiting for a reply. I cant turn XMP off or anything, i just have a choice between auto and XMP profile 1.
 
Ran Saints Row 3 Maxed out ... 22 - 35 FPS. Saw a video on youtube with the same graphics card and an i5 2500k (non oc'd) 45 - 55 FPS. I swear I was Getting pretty much 50 - 60FPS with an i5 2400 and GTX 560 ti though... I might swap out my HD 7850 for my GTX 560 ti and see what happens from there.
 
I've got the same build as you, only difference is 2TB HDD and Windows 7 (Dont have exactly what you got, different brands and stuff.)

I just loaded up Minecraft and I get around 100FPS with a 128X128 Texture pack (the chunks are still loading, and I don't have optifine.)

Saints Row 3 ran maxed at 60FPS, it did drop to around 55 sometimes but had v-sync on and I've heard that it's not the greatest port and has some issues with AMD

As for Metro, not exactly sure, but I play at Very High/Dx11 and it was playable, I didn't have a fps marker up but it felt around 40.

Like I said, exactly the same builds except for Bigger (7200Rpm, I think?) and I've got Win 7. So if it was down to the actual build itself it's either them two or somethings just wrong. When you said you tested the 560Ti again, what did you test it with? Ur new stuff or old stuff?

GTX with my new stuff. I sold the rest of my old parts apart from my DVD drive and hard drive.
