Why it is really hard for them to make a laptop that is 3.5 ghz or high. they always make 2.5 ghz up to 2.9ghz only. and always they make it so expensive. I'm sure if you can make a 3.4 ghz ofcourse you can do it on a laptop processor they are all weird

Are you confusing base clocks with boost clocks?

Most laptop CPUs will boost up to higher clocks but only a base clock is guaranteed on their specs as the boost clocks are opportunistic based on workload and temps.

Why is it really hard to guarantee higher clocks? Simple reason is heat, weight and space. Few want a noisy, heavy and bulky laptop packed with big heatsinks and fans. There are laptops out there that buck this trend, some using a desktop CPU and dual PSU bricks but they're not big sellers.
 
As minstadave says, it's important to understand the difference between base and boost clocks. There are plenty of laptops that will boost up to and possibly above 5ghz. Even the quad core in my tiny Razer Blade 13 will boost 4.7ghz.

As already mentioned - most laptops are capable of higher clock speeds, but only for a limited period of time due to being thermally constrained in a laptop chassis.

For optimum battery life, and lower thermals the base clock is generally set a bit lower than desktop chips, but equally they are capable of boosting a lot higher to help with short duration tasks that need more performance.
 
Also laptops have multiple cores so even with 6 or 8 "low GHz" on each core it'll be pretty nippy, it's probably more efficient and less noticeable in use to have more cores at lower speed, rather than fewer cores at higher speed. I had a 4700u for a while and it was blazing fast, that with the nvme..
