Low improvement in 3dmark score

Yeah it varies in names between bios but the speedstep drops your multiplier to 6x but should go up when put under load and the other one drops the voltage to cut power (sorry at work and can't remember what they are called but somebody will help you out I;m sure) ;)
 
Could there be any reason that an increase in CPU speed would not bring any increase in graphics performance? I use the basic edition for the 3d mark.
 
well i have tried everything including reformatting and getting updated drivers for the mobo and also gfx card. The score did not change too much as it went up to 13300. I have tried different combinations and found that my graphics card and mobo is working fine. However, with an increase of cpu from 3 to 4 ghz, it only brought 800 points difference as previously stated. As I'm running out of ideas, I think the cpu is faulty, what do you guys think?
