Low power AMD card

I am after a low power amd card. Need it for a header to admin vm's for Nv cards in a workstation .

It will pretty much idle 99% of it's life. ram/performance is not important.
Power consumption/noise/heat is.

Is the r7 240 the lowest power amd card available ? or is there anything from the new generations that is power efficient ?

The R7 240 is the lowest TDP AMD card out at the moment, since performance doesn't matter for your case, just go with the 240.

A little more expensive - you didn't mention if budget is critical - but the FirePro W2100 (26W max. power consumption) or the passively cooled FirePro 2270 (15W max. power consumption) would be better choices for your application IMO.
