Low profile small CPU cooler

Hey guys,

I'm helping out a friend with his loud PC. Both PSU and CPU coolers are loud on his machine. I already picked the PSU just need some help with CPU cooler.

Main issue here is that it has to be small, his motherboard looks something like this:

He's does got an LGA775 socket with a intel quad-core(OLD), he does not play any games this machine is only for office work only.
So the most important part is the low noise, it really has to be silent (and cheap)

I was thinking about:

What CPU? We don't even know the TDP of the chip he has.

Regardless, if you want a silent cooler anything with a 120mm fan will run quietly. My CPU cooler with 125W TDP chip is inaudible over my other fans when the PC is idling as it only rotates at 400RPM, and at full speed it is still much quieter than my GPU fan.
 
It's probably a Q6600 quad, maybe higher so it's not too cool. But if it's at stock it's not a hot chip at all. Is it a normal tower case or a desktop?

Do you think that Cooler Master Hyper TX3 Evo be a good choice?

Fan Speed: 800 - 2200 RPM (PWM) ± 10% No for me, because 2200RPM fan is NOISY.

The other AKASA heatsinks you chose will not be silent, the fans will ramp up crazy if he taxes his CPU.

For me it would be the Noctua, then the BeQuiet, then the Apache fan edition Prolimatech, then the Scythe.

I would trust the Noctua to fit, maybe the BeQuiet too. Unsure about the others.
