From my knowledge losing that layer of fat would be the best option rather than excercise, the muslces are there but that fat is hiding them![]()
Toned. Toned isn't a thing. If you mean defined then fine. I don't want to be *that guy* (who am I kidding, I LOVE being *that guy*!) but it really makes life hard when people hear these words and then think it's a verb too.
What do you do for a living?
fair enough - just wanted to get a picture of how active/what sort of activities you do.
I think what you're going to need mate, is to list out what you eat on a day to day diet and get really strict with your food.
But if that doesn't sound like something you fancy, then don't bother. As I said, getting the bottom two abs out is one of the hardest things to do - men just store fat there. You've got to get very lean to hit it, which is almost impossible to maintain long term.

Might as well not bother.
To be fair Zefan, when someone is a labourer, they can build a decent amount of muscle from moving heavy things about all day long, for months and months, years and years. He's not coming in here asking how to turn in to a mass monster, just help bring out certain lines. Totally doable given the circumstances - it's not as if he's a fat-thin office worker![]()

Change your diet a little to slowly take off and keep your body fat level low.
Leg extensions are a great exercise to build the lower abs and pelvic floor muscle.
I seem to have somewhat larger upper abdominals to my lower abdominals and leg extensions are great, if you do them properly.
The windiness make me cringe, imagine a sudden gust and off you go.
