Lower power Graphics card needed

I have just acquired a standard PC (well 3.2GHz Celeron) with what I'm presuming is a pretty standard PSU.

Anyway, I need to get a graphics card with 2 VGA or DVI outputs but it needs to work with the current PSU, therefore preferrably one that doesn't need to be connected to the PSU.

The graphics slot on the motherboard is PCI Express.

Does anyone have any suggestions?

3400 series if no real graphical power is needed

4600 series, depending on the PSU if some GPU power is needed
 
do either of these have to connect to the PSU? The PSU is only 300W and doesn't have any PCI-E Power connectors on it.
