Lower Wattage Phenom II

I understand that the Phenom II quad 955 processor and its similar cpus were originally around 125-140 W but this has been reduced to 95W. All processors selling for the same price regardless of power consumption rating.

1) Is this true?
2) Are the lower wattage chips worth seeking out?
3) Is there anyway I can tell if the advert doesn't say?
4) Is it just a matter of time as the older higher wattage stock is sold before they are all 95ish W

Newbie here awaiting build of first higher spec machine with some money to spend but prepared to wait if necessary

I only asked as I read that the chios had two types and I thought the lower wattage one would be better.
Real newbie (at nearly 50!) in high spec pc building, but I have around £250 FOR A CPU/MOBO combination and i am really torn between a Phenom II 955 or faster now or waiting for the i5 prices to ease.

Money burning hole in pocket. Already have the rest of the kit. Don't want to start an AMD/Intel row again but any one got any advice
