Lycom M.2 adaptor question

Would this card/adaptor:

give the full performance of the new NVMe cards from Samsung?

My current board does not have a dedicated slot but no point buying this if the performance is restricted.

It's an ASRock Extreme 4 Z77 (?) It's got an i5-3570k in it.

It's got:
- 2 x PCI Express 3.0 x16 slots (PCIE2/PCIE3: single at x16 (PCIE2) / x8 (PCIE3) or dual at x8/x8 mode)
- 2 x PCI Express 2.0 x1 slots
- 2 x PCI slots
Although I don't quite understand what it means in the first line.
If I use both sockets, they will only run at x8 each?
One has an Nvidia 560Ti in.
