We may need more info to give any meaningful advice...

If its a Macbook or Macbookpro, remove the battery, reseat it and try again... if its a iMac or macpro, pull the power cable for 10mins and then retry.

Tried that

Its a macbook none pro - model MB062BA

Blank screen at startup but hear all fans. The sleep light it always on and wont go away. Also cant eject the disk in the drive :(

I believe holding down the mouse button when you turn it on should force it to eject anything in the optical drive.

its booted once and I got my disk out because of it. wont come back on though after a restart, am I best off taking it back to where I bought it? Anyone know the apple returns policy?

You're well within your years warranty, just ring up Apple and tell them what's happened.

They're very helpful.

Try this..

Resetting PRAM and NVRAM

1. Shut down the computer.
2. Locate the following keys on the keyboard: Command, Option, P, and R. You will need to hold these keys down simultaneously in step 4.
3. Turn on the computer.
4. Press and hold the Command-Option-P-R keys. You must press this key combination before the gray screen appears.
5. Hold the keys down until the computer restarts and you hear the startup sound for the second time.
6. Release the keys.

If you've got a laptop and this happens again, you may want to think about battery replacement. A list of product codes can be found here.
