I can't say about the '11 one but the '10 does appear to (managed to wake one of mine which had this enabled several times whilst remotely accessing and doing things on the '09 Mini I use as a Plex server over the Christmas period).
I'd have thought that the '11 one would be the same, (this was over wired instead of wireless if that makes a difference).
edit: I would add that AmTechFox's link for Snow Leopard above is basically the same for Lion as well too (as that's the settings I disabled to stop the &%$£ thing from keeping booting!)
Is Wake-On-Demand the same as WOL? From reading that apple support article it suggests I need the bonjour service running and either an airport extreme or time capsule?
I have a Tomato router that has a WOL feature on it and have been using that to successfully wake up my PC's on my network. I'd like to continue to use that if/when I purchase a Mac Mini. It will be connected with a cable rather than wireless
