Suppose I wanted a small desktop system running both windows 7 and OS X would I be better off buying a SFF type PC and then installing OS X on a partition or just going for the (technically) easier option of buying a mac mini and then using windows via bootcamp.

Any sort of discussion regarding the installation of OS X on anything other than a Macintosh is against Apple's EULA and is also against the forum rules. Feel free to create a new thread if you wish to discuss the advantages and disadvantages of both a custom built machine running Windows and a Macintosh running OS X and / or Windows, just leave the discussion regarding trying to install OS X on anything other than a Macintosh behind please. Thank you.
