MacBook Pro 16" 2019 CPU throttling

Hello.

In Windows 10 playing Cities Skylines it is noticable that when I first start the game everything is buttery smooth but this quickly degrades to be more choppy.

Using CPU-Z and Core Temp I can see that the CPU is throttled to about 1.1Ghz with core temps in the mid 60s or so.

When I quit the game the CPU frequency goes back up to 2.6Ghz with core temps also in the mid 60s.

Does anyone know what might be going on and how to prevent it from throttling, other than using it inside a freezer?

I've just done a bit more sluething and when I first start the game the CPU boosts way up, then settles back at about 2.5Ghz. Some of the CPU cores then start hitting 100 at which point the CPU starts to throttle. The temps go down to mid to high 60s but the CPU frequency never goes back up again even though the cores are much cooler. CPU is currently sitting at 800Mhz, no wonder the game feels choppy!
