Machine running slow?

I think i have a hardware problem as a fresh install off windows is showing the same problems. In the vista sidebar it always shows my second core to be running above 25% and there is nothing running in the background. I dont remember seeing this before. The pc is running really slow in games and opening up apps.

Any ideas?
