machine turns on and off

Good Morning,
I purchased a new motherboard/CPU and graphics card and replaced the parts yesterday. Unfortunately when trying to boot the machine it turns on for 3 seconds and then powers off and then continues to do this cycle.
I have removed the RAM/Graphics Card and hard drives but still getting the same issue.

The machine was originally running:

Case
CM Storm Scout Case

CPU
AMD Phenom II X4 955

RAM
8.00GB DDR3 @ 668MHz

Motherboard
ASUSTeK Computer INC. Crosshair III Formula (AM3)

Graphics
1024MB ATI AMD Radeon HD 6800 Series

Storage
64GB Crucial C300 (SSD)
500GB Western Digital WDC

PSU
CoolerMaster 600W Silent Pro Modular PSU

The new items are
CPU: Intel Core i5-4690K 3.50GHz (Devil's Canyon) Socket LGA1150 Processor - Retail
- Motherboard: Gigabyte Z97X-SLI Intel Z97 (Socket 1150) DDR3 ATX Motherboard

And
Gigabyte GeForce GTX 970 "Mini-ITX" 4096MB GDDR5 PCI-Express Graphics Card

Could anyone suggest anything?
 
Clear cmos manually either by jumper or removing battery and power cord.

Check all power connections and CPU heatsink attachment.

Check PSU with paperclip method.

Check system outside the case on cardboard or similar. Start with minimal components.

Attach a speaker and listen for beeps.

EDIT Remove CPU and check socket for bent pins (iI hope that thiis is not so).

A few things to try.

Have seen similar years ago cause by a mobo earthing through the case.. Try removing all components from the case.

Also, is the RAm getting enough voltage? I once had cheap and fast ocz ram which needed 2.1v* but only for 1.8 frm the mobo hence wouldn't post. Has to buy some crucial to boot the system to increase the voltage.

*might have been 2.0v. Was years ago.

Actually I have a similar issue with my Gigabyte Z97 gaming 7 board, it will power on and then off a a few times when booting from a mains off status before it boots into Windows. I've never got to the bottom of it either. :(
