Am I right in thinking this filter is to be used with only SD material and not untouched HD sources like Blu-ray etc?

Matter of opinion really & whether:
1. Your HTPC can handle said filter (I would say that most HTPC's built since Haswell would be OK)
2. what software you would use said filter with & if you can arsed to set it up (some guides with MPC-HC are VERY complex)

yes it is predominately an upscaling filter eg sd->hd, but now relevant if you have 1080 and want to get to 4k
the rolls royce solution if you have the cpu horsepower
see images of its behaviour here
(still not got around to taking some of the sd trsansport streams off of my humax tv box and upscaling with it to see how much better they might look on a 1080 screen compared with humax scaler)

I have a 2500k and a 960 2GB would want to upscale from 1080p to 4K
