I've never sent one, but if it were me, I would put in anti static bag, and then maybe stick it inside a cd jewel case, bubble wrap and stick in jiffy bag.
If you've got some relatively soft foam then it may be an idea to press the CPU gently into a square of it to protect the pins from bending.
You could try popping into your local computer store and asking them nicely if they've got any spare CPU packaging, chances are pretty good if they build systems on site that they will.

The little boxes you used to (and probably would still do if they were still in vogue) get when buying a non retail OEM cpu.

I would probably gheto something like stuffing it in a Games workshop blister with paper padding, and then Russian dolling that into a margarine tub.
Having the antistatic bag on the inside of the foam is the only place it could have done any good.
The processor may survive the process but I personally wouldn't be happy receiving a processor packaged in this way. If static doesn't kill it immediately it could have it's life shortened.
