major problems at startup

My PC has developed a weird startup issue. when the pc is shut down or put into sleep mode it wont restart/resume without me having to drain all power from the system. I have to turn the PSU switch off, then remove the power lead, turn the PSU back on, press the PC on button, turn the PSU off, plug the power lead back in and then the PSU back on before it will start.

I built the PC myself in February and it was fine at first and i had not made any changes prior to this problem starting. I have formated my SSD and reinstalled windows 10 but the problem still persists. It wakes fine from sleep, it just doesn't like being powerd on.

I have had this proble posted on the vaunted "Tom's Hardware" forum but everyone appears to be stumpped.


My System is as follows:

EVGA 100-W1-0600-K3 - 600w WHITE 80+ PSU
MSI FX990-A Gaming Motherboard
AMD FX 8350 4Ghz CPU
8gb HyperX Savage 1866 RAM
integral 20GB SSD - as drive C:
2 x Seagate Baracuda 1TB 7200 HDD
MSI Radeon Gaming R9 380 Graphics card 4GB
2 x CDRW
Xcase Gaming Case with 5 fans
Cooler-master Hyper 212 evo CPU Cooler.

The PC is not running ho and the only issue i have had was the SSD packing up about a week before this problem began. Windows 10 is now istalled on one of my seagate 1tb drives.

Safe to say I am stumped !
