Make My PC Silent

Just would like some help in trying to make my PC either silent or very quiet that it pretty much is silent when other things are making a noise.

My specs i think are in my sig, im hoping about £100 for this but any more is not a problem. Most noise maker is the x1900xtx, espcially when starting up, whoo ee.

after the missus moaning she can hear my PC in the next room I finally made an effort, the biggest noise was from my 6800GT, if I stopped the fan 90% noise seemed to stop, so I fitted an arctic cooler, dead silent but now the casefan seemed noisy so I replaced with a 120mm 18db Asaka & now it whisper quiet & just the CPU fan needs changing & I have a zalman 7000 thingy but can't be arsed to take out the mobo to fit it but its so much better anyway, quality fans below 20db are the answer apart from water
