It depends on the phone but I don't think any default dialler will offer this. You most likely will need to use a 3rd party one but not sure which one will offer speaker mode as default.
I've gone through all the phones we have and none do it even with a Third party app. Not even a dumb Nokia. Someone suggested an iPhone but I can't test that without a sim in the old iPhone we have.
