Make Video Stay on Top in Window

Hey, is there a way to do this so I can watch a tv show while checking forums and stuff? I see my friend doing it on his Mac

Usually VLC I guess, sometimes Windows Media Player - whichever opens for the file type

preferences \ video \ tick always on top

sorry, it stays on top windowed so you can just have it an a corner of your screen.
