Make Windows Laptop Wireless Hotspot for Phone

Hey,

I don't get wi-fi in my room in my house so my laptop is connected via Ethernet homeplug but I want to download a software update for my phone. Is there a way to make my laptops a wireless access point so the phone can download this over the houses internet connection?
