Making a DVD w/menus etc.

Ok, so I've converted my .avi to VOB files, now I want to get it on a DVD and put some nice menus and chaptering and such- what's a good competent program to do that with? Pref a free one, in any case NOT Nero. I tried using ConvertXtoDVD but for some reason it repeatedly fails to apply background music or pics to any of my menus which apart from the conversion basically makes it useless.

Any suggestions?

TMPGEnc simply will NOT allow me to JUST have text as a button. And it INSISTS on having that ugly 'Play All' button as the only thing which really lets me get to the movie from the menu.

DVDStyler crashes repeatedly and is pretty basic.

Why is this so difficult?!
