Making email templates for individual jobs

We're running Exchange 2003 and mostly Outlook 2003 across the company.

Basically I want our staff to be able to open a template (Which would be the default when they hit 'New'), put the project number in once, and for the rest of the email conversation it remains there. Mostly for 'official' external correspondence and occasionally for internal.

I can appreciate that Sharepoint does all of this, but it's cheaper not to go down that road, since it means changing other working methods.

I've been tinkering with Outlook forms for a few weeks now and nothing seems to really fit the bill. The only true solution (which would create extra workload) would be making an individual template for each job with the job number already input to the title field.

Is it possible to do such a thing with Outlook / Exchange forms, or default templates? Or should I just give up and work with Sharepoint?
