Making new accounts - complete mess up?

Hi,

I am trying to create a new account for my mum after deleting the original one as it wasn't working. I set it up as a none "family member", and log in. I then move all the user files e.g. Documents, Desktop, Videos etc to the HDD (drive D:, my mass storage drive). This is where the problems start. For some reason in "Quick Access" it doesn't like the Desktop folder being moved and says it can't find C:/Users/Username/Desktop or something like that. Also, deleting things on the desktop requires administrator permission for everything.

Also, it does not recognise that programs installed on my account (administrator) exist when you try to set them as default, but searching in the start menu works just fine. e.g. Chrome - I try to set it as the default browser, but it only says Edge is available or to install one from the MS app store. Even trying to assign the programs by file extension or assign the program to jobs e.g. chrome to web browser doesn't work as the programs don't show up in the list.

What have I messed up/am I doing something wrong?

Also, my various attempts at her account are in C:\Users but I cannot delete any of the folders as they are apparently open in another program

EDIT: Just updated windows to the new build as I hadn't before and now on my account it doesn't recognise any installed programs...

I'm not moving them, but rather right click -> Location -> Move. I believe this is how it was done in win7/8.1 or at least how I used to do it...
