I would be interested to know to what extent the plans had been developed, as I suspect it was very little, especially considering the studies showing that the impact of a "dirty" bomb would be virtually nothing beyond the explosive, assuming the plotters even had a way of getting hold of the material.

The whole notion of conspiracy charges lie uncomfortably with me. I recognise the need to be able to prosecute people who are about to commit a terrorist act without letting them commit it, but at what point in their preparation is this appropriate. At the stage where they may have made idle discussion of an idea? When they wrote down their idea?
