It's a few extra tons dropped on places that were never designed to hold that extra weight in those specific places, despite his "steel and concrete" claim. As silly as the story is, even though he's taken them down I would guess that the guy will be in a huge amount of trouble for doing it once the city figures out what rules have been broken (or invented new ones) just to act as a deterrent.
