Mantle causing frame rate/lag problems with 2x7950's crossfire

I had this problem, now its gone, i did a few things not sure what fixed i have got a 290x. 1st i upgraded my cpu and mobo and extra ram since my friend was selling his to get the new 5960, i did have a 2500k with 8gb rams now i have i7 3770k and 16gbs ram also i installed windows 8.1 was using windows 7 i think the formating probably fixed it for me not sure but now i get no slow down stuttering which was the cpu spiking.

edit also i forget to say with 2500k i always had it overclocked, with 3770k ive not overclocked it yet maybe that could cause problem.
