Mark on paintwork (plastic?) - Best way to remove?

Just spotted this mark on our boot after getting a hand wash:

It wouldn't rub off by hand and to the touch it's raised rather than indented and looks like it might have been caused by plastic. Which would make sense as I did reverse into a moped's delivery box the other day although I'm 90% sure there wasn't a mark after. Anyway, I digress.

Assuming it is plastic what's the best way of removing it without damaging the paintwork?

Second vote for clay. If it really is just something on top of the paint then it'll shift it.

I'd try a bit of WD-40 on a rag on that. If they doesn't work, T-Cut or another cutting polish.

I'm not sure if it will work if it's plastic but I used nail varnish remover to remove transfer paint on a wing mirror.

Just apply with cotton wool, hold it for a few seconds then wipe it off with hot water. Although I didn't have to let mine soak I just wiped it and it instantly came off

Russinating, T-cut will get it off in a wipe.
