You can tell I've turned a 360 on the first time in months with this flurry of questions can't you :p

Trying to download the game addon content for Forza you get in the box. Entered the code, clicked download, cool. Went back out of the menu to play the game and it said 'Download paused.

Why didnt it keep downloading whilst I played? I've now spent 10 minutes hunting through the dashboard to find where I can make it resume downloading to no avail. It says I have no active downloads.

How can I make it download whilst I play? I've enabled background downloads but I think this only relates to when the console is powered off.
 
It's not very clear about this, but it's only pausing at the main menu. I think it's doing this either because it's connecting to the net to check for updates (which always stops them) or it's checking through content and doesn't want you to be downloading anything at that moment in time.

Once you go into the game proper, it will continue to download while you play. I started playing while it was downloading all the LE content as well as the normal DLC and it all completed as I played.

If you can't see it in your active downloads, it should have completed.
 
360 has always paused downloads when playing a game that "tells" the 360 it needs a net connection.

Leave it idling in the dash or turn the 360 off with background downloads enabled.
