massive headache , troubleshooting help

So as it stands , the PC crashed the other day and then refused to reboot past the windows splash screen , crashing specificly at the white dots, I reset CMOS , cleared RAM Cache , and still the same.
I removed all drives except the MBR drive , and still crashing in the same place

I rebuilt everything at a minimum on a box , testing each component out with another , RAM , GPU , HDD's ( SSD'S ) and the result was always the same, could not get into windows or a even a bootable USB installation , every time it got to the same point it hard locked regardless of what hardware I tried and in what configuration. I updated the firmware and this time it would just reboot cycle at this point , no longer techninclly hard crashing but still never getting into an O/S or installation

So after all this testing I sent my MOBO away for RMA as my testing led me to this. In the mean time I upgraded my board as with ASUS 28 days return was to long for me and needed PC access.

This morning I rebuilt everything and to my fury , the same thing , crashing ( hard lock ) at windows splash screen. all the hardware I can has been tested and Is working in another machine in random configurations no problem.

The only Piece of hardware that has stayed at a constant during all of this is the CPU … whats the chances that although the bios can see this something specific on the CPU has died causing my issue. I know its rare for a CPU to be killed like this but its the only thing I can think of

Specs are as follows

Ryzen 2700
Asus TUF X470 / Asus Strix-F X470
2 x 8 GB Corsair 3000mhz / 2 x 8 GB Kingston 2666mhz
RTX 2080 / AMD 7750
EVGA 750w / SF 500w
Stock CPU fan / H100i v2

I have tried all the above componants in various manors and configurations , the result is always the same.... the only thing that's a constant is the CPU … can this appear to be alive but infact be dead ?
 
Are you booting the PC with a keyboard and mouse attached?

This may appear to a daft question, but my PC wouldn’t boot with my old Razor mouse connected to one particular USB port.

No idea why to this day.
 
everything always bought from OCUK , so will have to issue another RMA for the chip , feeling a bit crap about it all as I know the board I RMA'd will come back fine now , which is typical , issued an RMA through AMD Themselves , got an automated response for now waiting for a follow up email , don't really feel great about OCUK online customer sevices since bailey moved positions as he was always fantastic , feel im a pain in the arse already with one work replies , so going with AMD this time with the CPU and will resort to OCUK should I not get where I need to be with it sooner rather than later
