Massive humming, is it my onboard sound card?

I've got an asus p4p800 e deluxe mobo, and the sound quality is truly poo. Basically at low volumes all i can hear is a ticking, like a clock. Fuzz and distortion that increases when i drag a window around or do anything cpu intensive.
Don't suppose it's anything i can change without chucking a sound card in?.
