Master Pages???

Hey,

Doing my A Level App ICT coursework atm...

One unit asks for 'Master page layouts'.. what are these?

I'm working in Photoshop 7.0 and Publisher.. how can I create them in these?

I made graphical layouts in Photoshop and plugged them into different pages in Publisher with only bits of text in Publisher.
